Desktop shortcuts are missing pictures?

Instead of the usual icons/pictures there are white boxes for some of the
shorcuts on my desktop. I was able to fix some by using the "change icon"
option under properties. But I cannot access this option for some, like
Outlook.

If they are just shortcuts, you should be able to recreate them.

Within the shortcut, click OPEN FILE LOCATION, then right-click the
executable it points to and select COPY.
Then delete the old shortcut from the desktop, right click on the desktop,
and select PASTE SHORTCUT.

I tried that, but it did not work. The picture next to the executable is
also a white box.

Try recreating the shortcut this way:

Click Start >Programs > Office (if Outlook part of Office Suite) > expand
Office > Right-click Outlook> Send to: a shortcut to Desktop.

Use Classic Icons and see if that helps.
Right click your deck top select view from the context menu and select
Classic Icons.
