For Windows XP Professional
===================

1. Click Start - Run - type GPEDIT.MSC
2. Expand to:
User Configuration
Administrative Templates
Control Panel
Display
3. On the right side pane double-click on the entry "Prevent Changing
Wallpaper".
4. If it is set to "Not Configured" or "Enable" then set it to "Disabled"

See if it helps. Then try the following method:

For both Windows XP Professional and Home Edition

1. Click Start - Run - type REGEDIT (Modifying the registry need high
attention. Do it carefully)
2. Expand to:
HKey_Current_USER
Software
Microsoft
Windows
CurrentVersion
Policies
ActiveDesktop
3. On the right side pane check for DWORD value called
"NoChangingWallPaper". If it is set to 1 then double-click on the Dword value
name and set it to 0.
4. if there is not ActiveDesktop sub-folder in Policies then right-click on
Policies and create a New Folder and name it "ActiveDesktop"
5. Furthermore, create a new DWORD value by right-clicking and choose New -
Dword value and name it "NoChangingWallpaper" and set its value to 0.

Hope this information helps you, let us know!

I tried that; my setting is still 0, and I can't change the desktop. I went
throuught the first out line, but "GPEDIT.MSC" didnt work. However, I did use
the other "REGEDIT" and the window opened. The setting was zero, and I still
can't get the wallpaper to change.
Please Help,
Mr. Spock

If you can't enable desktop backgrounds, MVP Kelly Theriot has a fix.
Look under Wallpaper-Desktop-Disable Changing here:

http://www.kellys-korner-xp.com/xp_w.htm

If Display tabs are missing, run Kelly's registry edit on line 285,
right-hand side "Restore all display tabs".

Read the entire link. There is a new solution to this problem.

POST BY A USER ON THAT LINK:
Hi I am new to this forum and I believe I found the answer to your question
since I had the same problem. A key in your registry is probably pointing to
a deleted file refered to as desktop.html

If you go into your regedit and follow this path: HKEY_CURRENT
USER/SOFTWARE/MICROSOFT/WINDOWS/CURRENTVERSION/POLICIES/SYSTEM

In there you may see a key that points to the C:\Windows\Web\desktop.html

If you see that key DELETE IT. Your virus software probably found this
hijack desktop viruz and deleted the infected file already.

This took me 2 days to figure out and it was this forum that helped me
figure it out. THANKS and I hope this helps!
