Can't put a background on my desktop

I can't add a background picture to my desktop. I highlight the picture that
I want to use as a background and when I click on the proper button, nothing
happens. When I look at display properties, the background list and the
browse box are grayed out. I can't use anything in the background list. Is
there a way I can make this work?

This problem may have been caused by a Malware.
