It seems to randomly show up. Is it safe to delete and how can I keep it
from appearing again?

Hi,

It holds information about settings for the folder that it is located in. It
is safe to delete. If it appears on the desktop, then there is one in the
desktop folder under that users profile.

Yes, it is safe to delete, but that means you lose your customizations for
that folder. It also means AJ has configured the option in Explorer to not
hide system protected folders and files.

It is in any folder that has a customised view - to tell Windows
Explorer the custom actions to take on opening it.
