desktop.ini opening on logging into an account

I recently created a new user with Admin rights and then changed the setting
of another user from Admin to Standard User. Now when I log into an account
two instances of Notepad open up with the desktop.ini file showing the
following:

[.ShellClassInfo]
LocalizedResourceName=@%SystemRoot%\system32\shell32.dll,-21787

What is causing this and can it be stopped?

Even though this was written for XP, it should work for Vista:

Notepad Starts With "[.ShellClassInfo]
LocalizedResourceName=@%SystemRoot%\System32\Shell32.dll,-21787" When You
Start Your Computer - http://support.microsoft.com/default.aspx?scid=330132

I ran into the same problem 2 weeks ago on a customers computer. Somehow he
had placed desktop.ini in his startup folder. I deleted it and everything is
fine.

desktop.ini was in the startup folder, have no idea how it got there!
Anyway, I've deleted it and hopefully this will solve the problem.
