"Desktop" icon on desktop

In the last couple of days I've noticed 2 dim icons labeled "desktop" on my
desktop. When I look at properties/details it gives the names as
desktop.ini.
the Location: of 1 is users\public\desktop; the other is
users\name\desktop. Opening the file with Notepad, I get:
[.ShellClassInfo]
LocalizedResourceName=@%SystemRoot%\system32\shell32.dll,-21769
IconResource=%SystemRoot%\system32\imageres.dll,-183

and: [.ShellClassInfo]
LocalizedResourceName=@%SystemRoot%\system32\shell32.dll,-21799.

I don't know what they do or how they got on the desktop and I'd like to
know if I can just delete them.
 
You must have "Hide Protected operating system file" unchecked.
Go to folder options/view and check this box.
 
Is there any way to turn this off conditionally?

I like to see protected operating system files in explorer, but don't
want to see them on my desktop.

XP seemed to follow this behavior.

You're right. I'd unchecked it to look at some folders and files and didn't
realize that there would be hidden files on the desktop.
