Desktop.ini file keeps showing up

For some reason an icon has appeared on my desktop for the Desktop.ini file.
In addition an icon for the same file is now on the start menu on all
programs. The file opens each time I restart my computer on the desktop
prior to the other program icons coming up.

Can I delete the icons that have shown up? How do I get my pc to stop
showing Up?
