How do I make it so that each user can have different
icons on their accounts?

Whenever I delete one from one user it effects all the
other users desktops.

What you are looking for is a Virtual Window feature. It is offered by some
3rd party vendors. I do not know if MS does though.

You need to ensure that the shortcut you're deleting isn't in Documents and
Settings\All Users\Desktop. If it is, then you need to copy it to the
Desktops that you do want to have it.
