Desktop icons

The icons for the most-often-used programs (such as Excel, Word,
TextPad, etc) are displayed on the right side of my desktop and all of
the other icons are displayed on the left side of my desktop.

When I do START/PROGRAMS/ACCESSORIES/SYSTEM TOOLS/DISK FRAGMENTER, the
icons on my desktop get rearranged randomly.

How can I "lock" the icons in their original locations?

I tried that fix. Didn't work. No matter how I arrange the desktop
icons, they rearrange and come back huddled up on one side of the
desktop at every boot up. Any other suggestions for this annoyance? tks.
