Desktop icons won't stay put!

I've rearranged my desktop icons (shortcuts) to be in the
order I want them, but every time I shut down and restart
my computer, they go back out of order. I've rearranged
them multiple times with Auto Arrange both on and off and
Lock Desktop Items both on and off, and I cannot find a
setting that will hold those damn things where I put
them.
