Desktop icons won't alphabetize

I have about 40 program icons on the desktop,
arranged in columns on the left side of the
screen. If I try to arrange them alphabetically
(Arrange icons by name) they divide into two
roughly equal groups, separately alphabetized,
one following the other.

How can I merge them into one alphabetized
group?
 
Icons are sorted in this way.

First, C:\Documents and Settings\All Users\Desktop
&
C:\Documents and Settings\<<usernames>>\Desktop

Thanks. I moved all the shortcuts into just one
of those files, and now the desktop shows a
single alphabetized group.
