Desktop Icons Keep Moving

I have winxp home with all updates. every once in a while when i boot up my
computer the icons are all lined up along the left side of the screen instead
of where i have them set. auto arrange and lock web icons is unchecked. how
do i keep my icons where i want them??

already done and its not working.
