Desktop Icons for programs are wrong

On the desktop: Any program icon other than the official "Desktop Icons" do
not display correctly.

The image that displays is the one that is usually displayed for a
program/file that cannot be found.

For some I can see the correct icon at the edges of the ugly one.

The name is correctly displayed.

This is so for: windows explorer, windows mail, internet explorer,...

The icons for the user, control panel, network, computer, and recycle bin
are fine.

Guidance please.

I must have done this in the beginning.

And I do not have any shortcuts on the desktop. But a recent program install
put one there without asking me.

I fixed the registry and installed the utility. I am happy now.

Too bad a Vista TweakUI does not exist yet.

I sure would like to remove the shut down and lock buttons from the "start"
menu.
