Desktop Icons For All!!!!!

I am creating images for our XP deployment. I can get desktop icons to show
up for new users who are logging on the first time, but when existing users
that have a roaming profile log on to the machine, they do not get the
desktop icons. Is there a way to have Desktop Icons showing for all users
and keep the newer XP shell.
