Desktop Icons and Taskbar Don't Load @ Startup

When I login to Windows XP Pro, my background appears but
my icons and taskbar will not appear for 15-20 minutes.
In this time the computer does not appear to be thinking
or processing anything. Can anyone offer any reasons for
this and/or suggestions on how to fix this?
