Desktop Freezes after using file manager programs

I have an Interesting Problem with my Desktop freezing on me.
It seems when I use My Computer, Windows Explorer or Norton File Manager and
I exit any of these programs my desktop and system will freeze. The mouse
will work but I can’t click on anything. I the only way to reboot is to use
CRTL ALT DEL and then click on shut computer off. This doesn’t happen
everytime, but enough to be an annoyance. An interesting note is if I drag
any open window around it shadows itself (indicating the video card is not
refreshing the screen.) I have tried turning down the video accelerator to
the lowest with no results.
My system is a Dell Dimension 4550 running XP pro Sp2, My video card is an
All in Wonder Radeon 9000 ( I have the latest drivers from the manufacture).
I have 1 gig of ram.

run cleanmgr.exe, then do a defragmentation
