Desktop display problem. Windows XP - Home Edition

Almost three weeks ago, when I turned on my PC, my desktop icons and task bar
flashed on and off a few times before disappearing. This now happens every
time I boot up. The only way I am able to access any programs is to use
"control - alt - delete" and begin navigating from the task manager. When
the windows open, the space at the bottom of my screen (which should be
occupied by my task bar) remains empty. When I am ready to turn off my
computer, I have to use task manager again.

Can someone please tell me how to fix this?
