Desktop Colour is Stuck

I have a very simple problem, but I am unaware as how to fix it. I want to
change my desktop background colour from this boring shade of sand, to white.
I do this by right clicking on my desktop going to properties then clicking
the desktop theme. I select white as my colour. It changes which is great,
but when I restart my computer it goes back sand colour. This is very
frustrating as I have never had this problem in the past. Please tell me how
I can change my desktop colour and make it stay how I changed it.

Click the Appearance tab instead.
Select Desktop from the Item dropdown Menu.
Change the color and you should see the result immediately in the preview
window above.
Click Ok > Apply > Ok.
