This may have been asked before but, is it possible to change the text colour
of the desktop icons titles ? I have an image I would like yo use as my
wallpaper but the top of the picture is white - so the icon titles disappear
!!!

Personally, I edit most of my light wallpapers. Using tools in my favorite
graphics editing program, I darken the edges of the wallpaper image so that
the light icon text is more visible. I save the edited images using names
that are *different* than the original wallpaper files so that the original
file copies remain... well, original. Darkening edges is not appropriate
for all images but can be useful for many.

Another approach... if you turn off the drop shadows and use a light
desktop background color (under the wallpaper), you can get black text.
However, changing the drop shadow setting will bring back the "holes" in
the wallpaper surrounding the text in the icon label areas.

If you see coloured icon lables rather than wallpaper then the icon colour is black or white depending on the desktop background. If you have the text on top of the picture then white with black/grey outline is what you get. It should be somewhat readable.

this can change the colors of the fonts but you have to disable the
shadows....

Can you have the shadows and the changed color?

WindowFX by stardock can have different colors and shadows.
