Desktop background

Having problems with my background, at the moment is flashing white and grey and I can't change it on the themes & appearance screen. It allows me to select a picture but when I go to the start page it is still flashing white and grey and there is no picture. Don't have this file C:\WINDOWS\Web\desktop.html. Is there anyway or restoring it? Can anybody help?

you can try running chkdisk. or restore.
