Desktop Background Picture behind Color

I am assisting a user that has Windows XP SP2 with a shell32.dll file dated
9/22/2005. Recently, his desktop background picture has fallen behind his
desktop background color. When I go into the desktop settings window, the
sample in the dialog box appears correct. But when I close out it normally
does not appear correct. If I log out and then back in, it definitely
reverts back to just the background color. How can I get it to behave and
show the picture in front of the color? Any insights would be appreciated.

Go to the Display applet in Control Panel and look on the Desktop tab.
Click on Customize Desktop, and then click on the Web tab. You will see
that there are checkmarks next to "My Current Home Page" and probably
"Lock Desktop Items". Uncheck these. Apply and OK out.

See if that fixed things. If not, what is the malware status of the
machine? Be sure:
