Desktop Background Not Completely Shown

I've had this problem for quite a while now, and it started I downloaded this
Active Desktop Program. After I uninstalled it, the desktop that I use would
always be shown only on the upper left hand side of the screen when the
background is supposed to be stretched and it's cut off, meaning that I can
only see the background partially. It's perfectly fine when I tile the
background, but I always prefer it stretched. However, the same problem
occurs when it's centered. The weird thing is that when you go to Display
Properties, and on the Desktop tab, there's this computer that shows your
background. Well, the computer shows my background perfectly normal, but if I
click Okay, it is not normal, and this problem occurs. Sounds kind of
esoteric, but if anybody can help, please do. Thank you.
 
In essence, the active desktop thing put a web page on the desk. You disable
this by using Control Panel, Display, Desktop tab, "Customize Desktop"
button, Web tab, uncheck checkbox for html page. (uncheck 'lock the desktop'
also)
 
Perhaps there is a changed version of desktop.ini in your desktop folder.
It's a hidden file. If deleted, a new one is automatically created, in the
default configuration.
 
It's probably marked system and hidden in the properties of the file, if you
set folder option to view hidden files, you will see it on the desktop, and
can rightclick for properties, unchecking the attributes of system and
hidden, OK, and delete the file. A copy will be recreated that probably won't
show the problem you have now.

start/run, type :
control folders

to see hidden files option.
