Desktop Background and Screensaver

I have a stupid question.

How do I save the same desktop background screensaver for all users that
login to the same pc? Everytime I login with a different account, the the
background and screensaver and not the same.

If you set GPO thenn do this:
Open a Run command and type this:
gpedit.msc click [OK]

On the Group policy Scroll down to User Configuration and Click On
Administrative Templates, click on Desktop then click on Active Desktop and
you will see in the Right Pane/Window Option Active Desktop Wallpaper click
on the do your changes on the Properties Window.
