Desktop apps disappearing

During start up the desktop applications load initially, and then disappear after 20 sec., including the "Start" bar. The app that is hanging it up is "Winservn". I had this problem with Win 98, so I reinstalled it, then installed Win XP, and it continues to be a problem.
