Desktop access thru group policy

I would like to setup a standard desktop settings for users using standalone computers running windows2000. When I configured desktop policy from the group policy snap-in , the administrator account also gets the policy. How can I apply the policy to only standard users and exclude the administrator account. Also how can I block the use of the 'START' button so users can only use the icons on the desktop. Thanks for any info.

u can shift the users to an OU and apply the GP to that OU.
