If you mean you start bar is on the side of the screen then you can hold your
mouse button down on it and drag it back to the bottom of the screen.
 
my desk top display is sideways, what do i do?

The whole desktop? Some of the newer display cards allow the screen to be
rotated. If your entire desktop is sideways (rotated), check Display
Properties> Settings (may need to go into advanced menus). Look for a
setting to switch it back.
