desk top wall paper draining resources?

Someone told me that programs (such as Webshots) which provide fancy
wall paper for desktops can and does take a heavy toll on the
computer's resources. Is this true? 256 MB RAM, 700 MHz processor.
 
It will use some resources, but I don't know about a heavy toll. I allow the
secretary here to use it on here machine and it runs fine and does not slow
down the machine.(866mhz, 384mb ram).
 
That was definately true on previous versions of Windows. Every time the
screen was refreshed, it would consume another megabyte in memory (with
bitmaps at least). I'm not sure if this problem has been fixed but I'd be
surprised if it hasn't.
