desired reference is empty

I am trying to insert a cross reference for some graphs in a Word document,
if I insert the the complete title it works just fine, but if I try to insert
only the name and number, a dialog box appears saying "the solicited
reference is empty".
What is wrong?

How did you create the item that you are trying to reference? Via the
Caption dialog box?
