Designing a website using previous design

I am redesigning our website but want to use our previous masthead and
navigation. Where do I start?

Open one of the existing pages, delete the content except the header and
menu....
save it as a template e.g. template.html and use that as your basis for the
new site.

or in FP2003, save it as a dynamic web template, and add the editable
regions to the page.

Or, just modify the existing pages.
