Design to Create a Staff Work Schedule

Hello. Does anyone know if Access can be used to create a rotating
work schedule for staff?

We want 3 teams, with 7 people on each team. Each person will work
standard hours (5 days on, then 2 days off), but their days will be
staggered so that staff will be here every day.

I have never seen a scheduling database in Access. Is this possible,
or would another software application be better?

An addendum...

Well, I was confused... staff will NOT always work 5 days on, then 2
days off. There could be ANY combination of work days, as long as the
employee does not work more than 40 hours per week, and has *a*
Saturday and *a* Sunday off at least every 3 weeks.

Could Access help by automatically creating a work schedule for a table
of employees?

When I worked at a major manufacturing facility I scheduled the entire
workforce using an Access database.
Every shift in every department.
This included 1,2,3 shift rotations as well as 7 day scheduling.

However, there is nothing "buiult-in" to Access to help you do this.
It required a lot of work to design and build that application.
But Access can do it with the right table design, queries, reports and code.
