Deploy Outlook Rule to Users in my Organisation

Hi,
I hope someone can help me with my problem.
We have Exchange 2003 and Outlook 2003 enviroment and i want to deploy rule
to all users which moves all incomming mails with subject containing
***SPAM*** to Spam folder in their Inbox.
