DEP took over my computer

So this is nice..I downloaded a mp3 file (stupid, I know, shame on me), but
the DEP software kicked in and now it won't load ANYTHING...my entire desktop
is blank and the only way that I could sign in to this website is by the DEP
message that it blocked windows from starting up. It said "What should i do
now?" and I clicked it and a window popped up so I scouted around and linked
to the microsoft website.

I want to run my anti virus but I don't have any desktop icons...any
information bar at the bottom...and every time I try to run anything..DEP
shuts it down.

How do I fix it???

Downloading an mp3-file is no sin, but as with all downloads: was the site
you downloaded from reliable? Can you boot to safe mode? Right after turning
on the power you first get a: a black screen with some upcoming messages in
white lines, b: a manufactors logo. After that dissapears and before the
Windows logo comes up, hit F8. (If you are to late, reboot and hit F8
several times). You get a black screen with white lines, the startup menu.
Move with the arrow key the "highlight" up till you reach "safe mode". Hit
enter and watch and click "yes" in the window that asks for your
conformation. If possibel go to Start>Control Panel>System>Advanced tab. On
that tab there are three fields, go for the uppermost Performance>Settings.
Then click the DEP tab. There are two choices (in fact only one as they
exclude each other). Go for the upper "Dep only engaged for critical
Windows.... etc". Reboot and see of you have restored some of the missing
objects. From there do all the repair and resore work you can think before
ending up with a reinstall. Good luck.
