deleting temp lic

Is there a way to delete the issued temporary 90 day
licenses if they are no longer used, or appear to be
holding a user up from getting a permanent lic?

No...those temporary licenses will be deleted by your
license server or turned into permanent licenses by your
license server automatically.

If you need to give a new 90 day license to your user, you
could always rename or remove the MSLicensing registry key
on the client.
