deleting files

I downloaded a programme which I want to remove. Using the Add/Remove
Programs in Control panel with Windows XP home Edition I am left with some
files which have to be removed manually. Using Delete is not effective as I
am told that the file is in use by another programme which must be closed.
Unfortunately there are no open programmes. What is going on, and how do I
remove these files?

Remove them using Safe Mode. Very likely this app you want to remove
has some shared files which are not accessible.
