Deleting an Mpeg

How do I delete an mpeg. I got a video off of a sharing program and it wont
delete. It says its write protected or something like that. I remember
something about the regedit and changing something. Help

Reboot in safe mode, delete it there.
Or delete it from the command line without ever accessing it via Windows
Explorer after a reboot.
