Deleting a rogue file

I have had a rouge file embedded on my PC - I think it is
a dialer - when trying to delete it conventionally it
denies me access.

How can i delete this file from my system?

Have you tried 'safe mode'? (Press F8 at startup)
If that does not work, you could try starting in command
line mode. (off the same F8 screen)
And if that does not work, you can format a floppy with
system files on it, and then boot from that.
