deleting a file

hello

im trying to delete a file. whenever i try to delete it a screen says
another program is using it. i have tried to restart my computer in safe mode
as well as hitting ctrl-alt-del and ending all the processes i can but i
still get the same result.

does anyone know what i can do

Try renaming the file from a command prompt in Safe Mode, reboot then
delete the renamed file.
