deleting a file

hello

im having trouble deleting a file. everytime i try to delete it it says
someone else is using the program. i have shutdown my computer and restarted
it in safe mode and i still cant delete it. ive hit ctrl-alt-del and went to
processes and ended all the processes i could and it still wont let me delete
it.

anyone know what i can do??????

You say you've tried booting in Safe Mode.

How about Safe Mode Command Prompt? Then navigate to the folder where the
file resides.

If this doesn't work, let us know the name of the file.
