deleting a file

I've heard that if you delete files and folders in XP
that they're recreated when you restart your machine. Is
this true? What files if not all?

Depends what they are. if you delete index.dat in your temp internet
files folder for example, that will be rebuilt when you re-start your
machine. If you delete a file called Mydocument.doc that you created in
your My Documents folder, then it won't be.
