Deleting 15 GB size and 2.5 million items mailbox

I have an administrative account that holds notificacions which its size is
15 GB and holds 2.5 million mails in deleted items, I tried to erase them by
using OWA and Empty Recicly binbut it made my information store to stop. I
also tried to erase by deleting those items accesing user mailbox in M: in
command promt, but it hasnt worked either.

Any suggestion would be greatly appreciated.

Depending on what version of Exchange the site is using, have you given any
thought to using the Mailbox Manager to set a retention period on the
mailbox?
