i attached the maxtor drive to my system and reformated it from fat to ntfs
using disk mgmt. then i decided i needed multiple partitions and deleted the
partition using disk mgmt. now my system says it isn't there when i look at
my computer and when i go to disk mgmt. How can i get xp to recognize the
existence of this device or is there a way to 'delete it from the hardware
list that 'add hardware' has?

Boot from a boot disk and try to set up the drive from here.
