Deleted names reappear in email distribution

When you have emailed a person more than once, their name will auto-populate
in the To: filed or Cc:, etc. My boss has repeatedly deleted names only to
have them reappear. However, the names he now uses frequently do not show up.
How can we solve this problem in Outlook 2003?
 
I suspect your boss is not deleting the names at all. Does he know the
difference between his Contacts and the autocompletion cache? Exactly how
did he delete these names?
 
When the name comes up when he starts to type on the To: line. He said he
thought that it was supposed to remove it from the cache.

Yes, my answer was poorly worded. My apologies!

Yes, he knows the difference between his Contacts and the autocompletion
cache. He deletes the name when the name comes up in autocompletion as he
enters a name on the To: line.
