Deleted my E drive & killed my pc

I can't boot up on my original 98 or new XP upgrade disk.
Computer will not load OS at all. It is looking for
<windows root>\system32\hal.dll
The problem was caused when I deleted my E drive after
upgrading to XP home edition. C drive was getting full
while E had plenty of space......but BIG mistake.

Thanks but I can't get past the Dos command line when it
boots up off my boot disk. Without the boot disk I made
it only comes comes up to a message stating the hal.dll
is missing or damaged and wants me to re-install a copy.
I did copy a hal.dll file from my other laptop but it did
not help. Dos commands work but I can't get windows to
load even if I try the 98 CD install disk (I have SP
upgrade CD only).
