deleted items

Is it possible in outlook 2003 that deleted items are not going into
the recycle been, or are permanately being deleted?
 
Deleted items don't go into the Recycle Bin in Outlook - they go into the
Deleted Items folder. Unless you've pressed SHIFT+DELETE in which case they
bypass the Deleted Items folder and are "permanently" deleted.
