Deleted Items not deleteing

Outlook 2003 & Exchange 2003

The users deleted items are not deleting after 7 days as set on the mailbox
store.

-The user accounts are set to use the default mailbox store properties.
-The mailbox store properties, limits tab, deletion settings section, "keep
deleted items for (days)" is set to 7 days

Any suggestions?

That setting doesn't empty user's deleted items folders - it means, if they
empty their trash, the server will hang onto it in a hidden folder for 7
days so they can recover it using tools | recover deleted items.

There is "mailbox management" stuff you can run that will empty users'
deleted items folders, but personally, I don't do this. Although I do set up
Outlook to empty the Deleted Items folder when closing, I also don't really
care whether they do it or not. All users are told that they are not to put
anything they'd care about losing in deleted items, as they may be deleted
by an admin at some point - but more to the point, I set mailbox quotas
(only "warning" and "can't send" - not "can't send or recieve") so that
users have to manage their mailboxes themselves.
