No other dbx files in the same location? if not, then yes, you can
delete it.

Thanks, appreciated. Phil

Hi Phil,
The *.dbx files are your Outlook Express Folders. I.e. the deleted
items.dbx is nothing else but your Deleted Objects folder in OE. Best
you choose the option to empty that whenever you close OE. Deleting
the file directly may confuse OE, though I would expect it just will
create a new one at next start.
Btw. the location is fairly strange, these *dbx files are usually in a
different, pretty hidden directory structure.
Do a Ctrl-F for *.dbx to find the others under your C:\Documents and
Settings\myusername\ branch.

Thanks guys,

I know where to find the dbx files. It was the location that confused me. I
never saw DBX files in that location. Anyway, I deleted the folder,
seemingly without any consequences. Thanks again. Phil

As long as OE is closed you can delet its Deleted Items.dbx. When you open
OE again it will build a new one. The same is true for any of the default
DBX files.
