Deleted files location in pier-to-pier network

If files are deleted from a "server"(workstation)in a
workgroup from another workstation, where do they go? I
can't find them in any of the trash bins.
 
As far as I have been able to determine, these files are
permanetely deleted when deleted in this way. I have
never been able to recover them.
