Delete NPROTECT?

I have Avast free anti-virus. When I run it, no virus found, but it says:
C:\RECYCLER\NPROTECT\......, Unable to scan, Archive is password protected.
I believe this folder is part of Norton that I had before and had
uninstalled it, but I know that it is quite difficult to get rid of all
Norton files.
Can I safely delete this folder?
In the same Avast post scan notice there are folders C:\Documents and
Settings\All Users\.....\sbRecovery.reg and .ini, also Unable to scan,
Archive is password protected.
TIA

Yes, if you do no longer use Norton. You may have to do this from the
Safe Mode or the Recovery Console.

No, just turn off "Norton Protected Recycle Bin" within the Norton
Product.

As I had said, i had uninstalled the Norton product. NPROTECT should also
have gone but it didnt, which is the basis of my query.
