Delete folder in "Documents and Settings"

How is it possible to delete a folder from Documents and Settings which was
already used in a previous installations of windows. Whenever trying to
delete, the message appears "Access denied". Upon new installation of a
fresh windows , no formatting of the drive was done, hence the old folder
remained on the drive.
