Delete Files ready to Copy to CD?

I have files ready to be written to a RWCD. I can’t seem to delete them. I
have logon in Safe mode to the command prompt and attempted to delete them
via DOS command DEL. This worked for most of the files that I couldn’t
delete in regular mode, but I still have four stubborn ones. I was
orgionially going to try to copy as much of the SYSTEM32 directory as
possible and allowable. I assumed that I would be able to skip those files
that were in uses during the copy routine, which I was. The problem is that
I can’t delete them from the que now. Any suggestions? The 4 troublesome
files are: ega.cpi, vga64k.dll, vga256.dll, and xframebuf.dll.

Just a suggestion,
download and run Process Explorer
http://www.sysinternals.com/Utilities/ProcessExplorer.html

In the menu is a find option, search for the DLL's to see if they are
being used by any program. - It's a long shot, but you'll have P.E.
handy for other uses :)
